The Executive Branch of Local Governance

The Executive Branch is composed of eighteen (18) departments and eight (8) offices, which are divided into services, divisions and sections. At the helm of the organization is the City Mayor from who emanates the entire executive authority and responsibility. The City Administrator stands next in the hierarchy, in so far as said public offices exercise delegated authority to supervise the operations of line and staff departments, offices and units.

The Legislative Branch of Local Governance

The Vice Mayor presides over the Sanggunian Panglunsod (SP) which is the policy making body of the City. The SP is composed of the Vice Mayor, the regular council members, the president of the chapter of the “Liga ng mga Barangay” and the president of the “Pederasyon ng Sanguniang Kabataan”. The office of the City Secretary serves as the Secretary to the council. It also provides legislative, administrative and secretarial support to the said body.

As the main policy-making body of Tagaytay City, The SP among others enacts ordinances, approves resolutions and appropriate funds for the general welfare of the residents. It likewise regulates activities related to the use of land, streets, sidewalks, bridges, parks and other public places, and approves the construction of the same.

A unique feature of the City Council of Tagaytay is that the councilors have their designated political jurisdiction known as the Councilor’s Area of Responsibility (CAR). This serves as an extension of the Mayor’s Office with the end view of rationalizing and ensuring the efficient, effective and equitable delivery of public services.
