Livelihood
For residents, youth and elderly who have no time for formal education, the City Government in coordination with the Department of Education-Bureau of Alternative Learning System (BALS) conduct special classes in the barangay.
The City Government conducted Advocacy Socialization and Mobilization in various barangays to determine the number of school leavers. The ALS coordinators conducted massive information campaign; discuss the importance and benefits of the literacy program - that literacy enables anyone to get informed of the fast changing life and updating with the new trends of developments through the years.
There are already nineteen clustered classes on going in thirty (34) barangays. The objectives of the program are to provide an alternative pathway by which out of school youth and adults will earn educational qualification comparable to the formal education system. The service providers teach the learners on reading and writing. Review for examinees of the Accreditation and Equivalence Test are also being conducted.
During this fast changing times, technologies are rapidly changing and one of these technologies is Information Technology (IT) or Computer Technology. Majority of the tasks being done depend largely on the use of computer. To make the parents, adults, school leavers who are literate but non-literate in computers, the City Government conducts Alternative Learning System Basic Computer Literacy Program. Moreover,, Painting and Painting Mixtures in the Cum Livelihood Education of ALS program was added. A total of 22 students passed the Accreditation and Equivalence Test. Two(2) A&E Test Passers were promoted to Secondary and 20 A&E passers were promoted to college.
Activities/Programs in Response to Children in Need of Special Protection
Provision of scholarship program such as Sulong Dunong program for the special and abuse children.
DSWD of Tagaytay adopted and replicated the Sulong Dunong program from other government agencies. It is a financial support of the city government for the education of the victim/s.
Provision of financial assistance for the family of the victim/s.
financial support were given to the family to sustain their expenses while the case is being processed/heard.
Provision of livelihood programs for the family of the abuse children
trainings for livelihood programs as well as the city government’s Tulong Puhunan are provided to generate income for the victim’s family. This program is especially intended if the father or the head of family is the perpetrator.
Provision of counseling and home visitation to the victims and their families
guidance, encouragement and support are given to the victim and the family for immediate recovery and to get back in their normal life
Attendance to court hearings of child abuse cases
assistance and support were given to the victim and his family during the time of investigation and trial
Provision of medical assistance
medical check-up, medicine and other medications are provided to the victim at the city government’s expense
Referral to barangay for community works
intended for the case of juvenile delinquency
Preparation of case study reports and other related documents
consultation is done with the victim and supporting papers for the case being prepared
Referral to other government agencies and NGO’s for further assistance
entrusting the victim to a higher government agency such as the provincial DSWD or other non-governmental institutions that will best deal on the victim’s recovery until such time that the family is ready to take custody of the child
Tagaytay City Jail was taken over and controlled by the Bureau from the Philippine National Police (PNP) at the Tagaytay Component City Police Station after the construction of its new building. It has separate detention cell (2 cells for boys & 1 for girls). Hence, the City Mayor issued a Memorandum Order – directing seven Barangay Chairmen to temporarily accommodate the detention of youth offenders (in case there is any) to be transferred eventually at Bahay Pag-asa at Dasmariñas (still being constructed). At present, minor offenders are normally turned-over to the City Social Welfare and Development Office for proper custody.
At the same time, several trainings and seminars were attended by the PNP personnel particularly the officer-in-charge of children and women’s desk for effective response to cases reported to them.
