SOCIAL PROFILE

 

In response of the City government to improve and alleviate the living condition of the homeless constituents, the City Mayor created the “TAGAYTAY HOUSING OFFICE.” - tasked to regulate and implement the Comprehensive Housing Program of the city. The City Government likewise purchased several vacant/idle private lands for future housing settlement. The City also tied-up with the Habitat for Humanity group in putting up a small settlement within St. Michael Village at Barangay Sungay East, this city.

Tagaytay at the moment has not yet experienced problems as pressing as compared to other highly-urbanized cities in the country. However, it is hoped that with the implementation of the subsidized-housing program, the city will, in a way regulate squatting problem in the city. The city is not merely providing decent housing units to qualified program beneficiaries, but also trying its best to establish a decent and sustainable community.


EDUCATION

The Department of Education’s mission is to provide quality basic education that is equitably accessible to all and lay the foundation for life learning and service for the common good.


HEALTH AND NUTRITION

The delivery of basic health care services to the general public is basically one of the primary concerns of the city. Thus, the City of Tagaytay established a city-owned hospital in 1997 (Ospital ng Tagaytay). It is a primary hospital providing health services charging a minimum fee particularly to the underprivileged patients. Other medical clinics managed/operated by NGOs such as Project Health, Augustinian Sisters, also deliver health care services for the city residents.

The city’s health facilities are sometimes inadequate – particularly in terms of providing health care services in the remote barangays. Its services cover only first-aid, pre/post natal check-up and family planning. Hence, patients with serious illness that need medical attention have to be brought to the adjoining towns. Such inadequacy may be due to lack of medical facilities/equipment as well as the ratio of medical personnel against the number of population to be served. Another consideration would be the topographical location of some barangays that are quite inaccessible to any types of motor vehicles.

Record of the City Nutrition Office shows that the Malnutrition Rate is 0.97%. After an intensive monitoring and evaluation, the City Nutrition Council found that there are three major causes of malnutrition in the city. Te following are the major causes: household food shortage; poor balanced diet; and rapid increase of population.

In general, health situation in the city is good, since the incidence of diseases is quite minimal. Except for a mild increase in the occurrence of scabies in 1978, no serious case of epidemic has occurred so far.

PROTECTIVE SERVICES

Tagaytay City’s peace and order situation is safeguarded by the Philippine National Police Force under the Department of the Interior and Local Government which has its own headquarters at the Centrum area at Barangay Kaybagal South , Substation at Sungay West and Kababayan Center at Mendez Crossing, Silang Crossing, City Market, Mahogany Beef Market and Peoples Park in the Sky. Camp 212 of the PNP Mobile Group is also located at Brgy. Kaybagal Sough, approximately 1.5 kilometers away from the City Centrum.

For the period covering 01 January to 31 December 2006, there are 62 crime incidences. As compared to 141 crime incidents for the same period of CY 2005, there is a decrease of 79 cases or 56% in the crime volume.

The Average Monthly Crime Rate (AMCR) recorded from 01 January to 31 December 2006 is 10.84 per 100,000 population, which is lower as compared to the same period of CY 2005 25.94 AMCR. On the other hand, the Average Index Crime Rate (AMICR) for the period CY 2006 is 7.18 which is lower than the 18.58 AMICR for the same period of CY 2005.

With regards to Index Crimes, incidents involving persons and property are lower by 61% from 101 cases on CY 2005 to 39 cases on CY 2006.

As a whole, the city has relatively low crime rate or a low incidence of crime. This may be attributed to the combined security effort of the Local Police Force, the Barangay Tanods and the Bantay Lungsod. It may also be due to the implementation of Katarungang Pambarangay System.
